This report contains tabulations of responses from the 2008 Post- Election Voting Survey of Overseas Citizens, conducted from October 31, 2008 to January 30, 2009. This introduction (1) summarizes the survey content, (2) defines the total population surveyed and the subgroups used in tabulations of responses, (3) summarizes the survey methodology, and (4) provides details on how to use the tabulations. The tabulations and a copy of the survey items follow this introduction. The topics covered in the 2008 Post-Election Voting Survey of Overseas Citizens (PEV2) include voting in the 2008 election, use of absentee ballots, receipt of voting assistance information, use of other sources of voting information, electronic transmission of voting materials, and voting in the 2006 election.

The paper reports on the recently developed methods for complete morphological particulate characterizations including measurements of particle mass and thickness together with the usual microscope parameters of projected area and shape. The method is based on computer evaluation of scanning electron microscope images which renders the analysis particle by particle. Nine commercially available aluminas have been characterized by this method. Statistical characteristics are compared with special emphasis on a 'tabularity index',which results from a mathematical evaluation of the correlation between the directly measured particle mass and the particle volume computed from the microscopic equivalent circular diameter. The report covers phase 1 of a study to design, evaluate, and test a bibliometric analysis of the research supported by the National Institute of Mental Health (NIMH). The bibliometric data base is used to determine where NIMH-supported research papers are published; how often the reports are cited by other scientists and to what fields the research is contributing. The phase of the study determined which databases should be used in the bibliometric database on which the research will be based. The chosen databases include the 1980 subset of NIMH's National Clearinghouse for Mental Health Information (NCMHI) database and the Computer Horizons, Inc., 1980 subset of the BID-MEDLARS database. The report (1) provides the rationale for selecting these databases; (2) describes the procedures used to extract the data from these databases and incorporate the data into a single database by matching all information for each 1980 mental health paper; and (3) describes some tabular data extracted from the bibliometric database. The report also describes plans for phase II of the project, which includes adding 1983 and 1984 citations to the bibliometric database of NIMH-supported papers published in 1980.

In this paper, the work is combined in the implementation of a rule based system to produce upper and lower bounds and estimates as to the size of intersections and unions of simple sets. The system constructed for this paper uses the hierarchy of knowledge levels as the tabulated statistics in the database abstract. The system is tested and analyzed to determine the advantages and disadvantages of increasing the knowledge level of the database abstract used for the calculation and of varying the number of partitions used in constructing the database abstracts. The paper also discusses the implementation details encountered during the construction of this system in the PROLOG programming language.
